STO NIÑO, Talaingod, Davao Del Norte – – A protest rally is held Saturday, December 01, 2018 by the Ata-Manobo tribes against the groups of Satur Ocampo of MAKABAYAN and Francisca Castro’s Alliance of Concerned Teachers (ACT) Partylists, the Salugpungan Ta’Tanu Igkanugon Community Learning Center of the KALUMARAN and other non-government organizations.
More or less 900 Ata-Manobos from the different parts of the municipality gathered and wielded placards at the new public market in front of the Talaingod Police Station where Ocampo and 8 others were currently detained for violating RA 10364 in relation to RA 7610 (Kidnapping and failure to return a minor).

The protest rally was headed by the Talaingod tribal chieftain Datu Guibang Apoga, the founder of the Salugpungan Ta’Tanu Igkanugon Community Learning Center. Historically, Datu Guibang Apoga left the group last June of 2018.
Guibang reiterated his experience against the group of Ocampo and Castro and other groups purporting to be humanitarian NGOs. He explicitly deliberated how the said groups worked to convince their children to become NPA warriors and anti-government activists. Moreover, he added that their ancestral domain was used to build guerilla bases.
On November 28, the group of Ocampo were apprehended during the joint PNP and Military checkpoint operation. They were apprehended for carrying minors without the necessary parental consent in a clear violation of RA 10364 in relation to RA 7610.
The protest was participated by Datu Lipatoan Joel Onad and Datu Jorge Balingas Mandahay, Board Officers of Mindanao Indigenous People Council of Elders and Leaders. (MIPCEL) who likewise demanded that Salugpungan be eradicated and denounced the group of Ocampo and their allies.
