Camp General Manuel T Yan Sr., Mawab, Davao de Oro (Compostela Valley) – The Sangguniang Bayan of Talaingod presided by Hon Michael C Manos, Vice-Mayor, passed the Resolution No. 01 series of 2019, “DENOUNCING THE PRESENCE OF CPP- NPA IN THE MUNICIPALITY OF TALAINGOD, DAVAO DEL NORTE” during their 2nd regular session, January 16, 2019. 

The Resolution says, “The NPAs, since it was founded in 1969, has been waging its so-called “revolutionary war” and its armed faction has been active in Talaingod. The presence of insurgents has immobilized business activities, discouraged potential investors and the civilian population are prone to unconventional Threats”.

THE TRIBAL ELDERS COUNCIL UNITES TO OUST THE GROUP OF SALUGPUNGAN LOCATED AT SITIO NASILABAN PARTICULARLY IN THE MUNICIPALITY OF TALAINGOD, DAVAO DEL NORTE through the passage of Resolution No.26 series of 2018, dated 12 November 2018.

The former resolution was followed by another Resolution dated 15 November 2018 stating therein “A General Agreement by the Tribal Council of Talaingod that they will not allow the entry of NGOs in the Municipality of Talaingod without Free and Prior Informed Consent (FPIC), as provided by RA 8371”. The resolution was noted in the Minutes of the Municipal Peace and Order Council (MPOC) Meeting held on November 16, 2018 at Sanguniang Bayan (SB) Session Hall, Legislative Building, JBL, Sto Niño, Talaingod, Davao del Norte. The Mindanao Indigenous Peoples Council of Elders and Leaders (MIPCEL) also passed Resolution No. 20, series of 2018, on December 3, 2018, entitled “Declaration of the Mindanao Indigenous Peoples Council of Elders and Leaders condemning the violations of the IP rights and infiltration of the CPP/NPA/NDF within the IP ancestral domain in Mindanao” and most especially the recent child trafficking, kidnapping and exploitation of the 14 IP minors in the Municipality of Talaingod, Davao del Norte.

The said Resolution also calls for the urgent actions for the closure of Salugpungan schools, ALCADEV, MISFI, TRIFFS and other schools being influenced and operated by the CPP-NPA-NDF.

Currently, in the area of responsibility of 1003rd Inf Bde, 22 Salugpungan schools in Talaingod were closed; one in Gumitan, Marilog; and another in Tapak, Paquibato District. More such schools are expected to close in the coming days. Resolutions from tribal elders and from concerned Barangay Councils are already being readied as bases for the closure of schools influenced by the CPP-NPA-NDF.
With these developments BGen Ernesto Torres Jr, Commander of 1003rd Infantry Brigade said, “There is better hope for peace in ancestral domain communities and a brighter future for the Lumad children.”

Meanwhile, Major General Jose C Faustino Jr, Commander of 10ID lauded 1003rd Brigade’s leadership and expressed gratitude to the people of Talaingod. “The resolutions made are manifestations of the people’s desire for peace in their community and that they are already aware of the CNT’s deception and atrocities. 10ID through 1003rd Brigade is also in partnership with DepEd to ensure that the education of the children is sustained and the educational system is protected,” he said.
