NPA burning of hydro power plant construction equipment hampers development in Mindoro

Camp Gen. Capinpin, TANAY, RIZAL— Members of the New Peoples Army (NPA) Communist Terrorists Group (CTG) burned yesterday (February 25) the equipment of Santa Clara hydro power plant, an eight (8) Megawatts electricity producing plant in Barangay Malvar, Naujan, Oriental Mindoro.

Colonel Marceliano V Teofilo, the Commander of the 203rd Brigade said that “due to the series of NPA setbacks in Mansalay and San Jose last week, they attacked the soft target like the power plant in Naujan to divert the attention of the pursuing troops”.

He said, “six (6) armed men guised in military and police uniforms entered the compound, directed the management and the workers to form, and then suddenly declared that they were NPAs. A few minutes later, 20 armed men followed, confiscated the employees cell phones and belongings and held them hostages”.

“Mga bandang alas kwatro y medya ng hapon ng kami ay nag-aayos ng mga kagamitan at equipment kasi nga ay almost tapos na kami sa project namin ng bigla na lang may sumulpot na mga armado. Natakot talaga kami at nag-mamakaawa pero ilang saglit lang binubuhusan na nila ng gasolina ang mga trak namin, opisina at warehouse. Sabay sindi at nagkalat na nga ang apoy. Na trauma kami. Nagpakilala talaga sila na NPA bago umalis, dala pa nila ang ilan naming gamit”, said one of the employee present during the incident.

Col Teofilo said, the electricity that is supposed to be produced from the plant will benefit the rural areas especially the Mangyan tribal communities, however, the Communist NPA Terrorists (CNTs) has already destroyed it. “They are hampering the development in the Mindoro province,” he added.

Major General Rhoderick M Parayno, Commander of the Philippine Armys 2nd Infantry (Jungle Fighter) Division condemned the latest NPAs atrocities against the civilians and their properties in Mindoro. This is a violation of the International Humanitarian Law (IHL) as stated in RA 9851, “Extensive destruction and appropriation of property not justified by military necessity and carried out unlawfully and wantonly”, the NPAs have violated, and is continuously violating IHL to prevent the people to develop, enjoy development and remain poor and hard up so that theyll forever be under the clutches of insurgency.

The latest report reaching this headquarters, the following were the equipment burned by the terrorists; 3 volvo articulated dump truck, 1 backhoe, 2 KIA service vehicles, 1 fuel truck, 2, SK truck, 2 loader, 2 transit mixer, 1 mobile crane, 1 crawler crane, 1 batching plant and 1 crushing plant. Further, they also loot 4 laptops, 12 handheld radios, 2 cellphones, 1 shotgun and 1 9mm pistol.

The troops together with the local police are now on pursuit operations to run after the perpetrators.

The police are already investigating the incident. Checkpoints were also beefed-up in the area.

  1. Pwede kayang magdeclare ng martial law sa immediate vicinity and adjacent communities kung may mga ganitong incident? Lets say mga 1 month lang para macheck lahat ng bahay kung saan nila pwedeng itago ang kanilang mga armas. Baka pwedeng pag aralan natin ito

    In this Naujan burning act someone inside may have given vital information considering the timing of the attack.
