BANCASI, Butuan City – “Walay insurhensya kung walay musuporta.” This was the statement of Agusan del Norte 2nd District Congresswoman Maria Angelica M Rosedell Amante-Matba during the Multi Stakeholders Summit last September 10, 2019 at Balanghai Hotel and Convention Center, Butuan City, where, together with the 402nd Infantry (Stingers) Brigade of the 4th Infantry (Diamond) Division and the Local Government Unit (LGU) of Agusan Del Norte challenged the Barangay Officials of the Province to help end communist insurgency.
With the theme “Hiniusa ug Tinud-anay nga Paghatag Serbisyo Alang sa Malungtarong Kalinaw og Kalambuan” the Multi Stakeholders’ Summit aimed to educate and provide the stakeholders a uniform understanding of the salient features of EO 70, encourage proactive participation and convergence, ultimately for the Local Government Units (LGUs) to identify the needed services especially to the insurgency-inflicted barangays and come up with a localized peace framework.
The summit encapsulates the needed requirements of the barangay officials as vital piece in the implementation of the EO 70 as they are the ones directly confronting the problems. Lectures on the understanding of EO No. 70 and Retooled Community Support Program (RCSP) and Assurance for Security Support in the Implementation of EO 70 of the PNP was presented.
Also during the summit, Col Maurito L Licudine, Commander of the 402nd Infantry Brigade, discussed the “Orientation of Local Government Officials on the Communist Terrorist Group” which is designed to instill situational awareness on the insurgency problem in Agusan del Norte and obtain commitment and support to take prompt action to end insurgency in their respective barangays under the Whole of Nation Approach (WNA) embodied under EO No. 70.
Meanwhile, in her message, Congresswoman Maria Angelica M Rosedell Amante-Matba of the 2nd District of Agusan del Norte conveyed a straightforward challenge to the leaders of the Barangays and expressed that the insurgency problem is not only the concern of the Mayors, the AFP and PNP but also of the barangay local officials. She emphasized the need to have a prompt action because the country now has a President that is very serious in ending the insurgency problem. Furthermore, she added that the stakeholders’ summit was conducted in order for the Barangay Officials to understand EO 70 and have an ownership of their programs to be implemented under the Whole of Nation Approach.
She said “ang problema nato karun kay ni-exist pa sa inyung lugar ang insurhensiya. Bisan unsay amo buhaton, kanang pag uswag naa sa tapad ang kalinaw. Hangtud naay masa sa inyung barangay nga gasuporta, mukusog ang gahatag sa atong problema. Wala ang insurhensiya kun walay masa nga musoporta”. Congressman Amante-Matba added that if the Barangay leaders want change, they must not aid the Communist Terrorist Group in terms of food and supplies and see to it that it will never happen under their leadership.
