CAMP OSITO D. BAHIAN, Malaybalay City, Bukidnon – Fifty (50) former CPP-NPA Terrorists who surrendered to the government restored their civilian status and regained protection provided by International Humanitarian Law (IHL) as they received assistance from the Government through the Enhanced-Comprehensive Local Integration Program (E-CLIP) during a ceremony in Malaybalay City, Bukidnon today, December 19, 2018, around 9:00 AM.

Under the President’s Administrative Order no. 10, the interagency Task Force Balik-Loob was created to administer the E-CLIP program centralizing the government’s reintegration efforts for former CPP-NPA members.

In a formal ceremony, the E-CLIP Committee of Bukidnon Chaired by Bukidnon Governor Jose Maria R. Zubiri Jr handed-over start-up funds assistance which include immediate assistance (P15, 000.00), livelihood (P65, 000.00), and firearms remuneration to 50 former CPP-NPA regulars and militia ng bayan members. Most of them are indigenous people.

Earlier this year, there were 100 former rebels (FRs) who also received the same E-CLIP benefits. At present, 223 more FRs are being processed. The surrenders were usually facilitated by the relatives, friends, and barangay officials who accompany them to the soldiers.

The receiving army units then immediately process their benefits with the Provincial DILG. The Governor has personally given instructions to the Provincial DILG to expedite the processing of all FRs’ benefits.

In his message, Major General Ronald Villanueva, Acting Commander of Eastern Mindanao Command highlighted that the surrender ceremony officially restored the IHL protection to the former rebels. He said:, “Ang maong pag surender ninyo nga mga kanhi miyembro sa teroristang CPP-NPA-NDF atubangan sa atong halangdong Gobernador Jose Maria Zubiri ug ang pagpatigayon ni-ining seremonya sa paghatag ug benepisyo ilalum sa E-CLIP maoy nagpanumbalik sa inyong tagsa-tagsang proteksyon ilalum sa International Humanitarian Law o IHL nga nawagtang sa inyo sa kasamtangan nga aktibo pa kamo sa
teroristang kalihukan. Ang inyong AFP, nga ang mando suno sa konstitusyon, ang maong hukbo nga magpadayon maghatag ug proteksyon ug seguridad kaninyong tanan. Ang AFP padayon nga naga respetar sa IHL. Ang inyong AFP nagabaton nga dili mahimong instrumento o target sa gyera ang mga sibilyan, apil man ang teroristang NPA nga dili gyud angay i-apil ang mga sibilyan nga instrumento sa pakig-away o sa gyera. Sa katapusan kung mga pamulong, pagahukman sa publiko ug pagasilotan ang kinsa man nga mulapas sa pamalaod ulalum sa IHL (“Governor Zubiri officially restored upon you the IHL protection that you lost when the CPP-NPA-NDF turned you into combatants. The military, which was mandated by the constitution to protect the Filipino people, commits to respect and uphold the IHL. Now that you have reverted back to being non-combatant civilians, you need not worry of your safety anymore. Both the military and the NPA are prohibited from targeting you as long as you do not participate directly in the armed conflict. Whoever harms you will face public condemnation.”)
