CAMP EVANGELISTA, Cagayan de Oro City- The Enhanced Comprehensive Local Integration Program (E-CILP) Committee in Region 10 successfully awarded cash benefits to the 31 former rebels in a ceremony conducted at Casa de Canitoan, here on Wednesday, February 13.
Checks amounting to ₱65,000.00 as livelihood and immediate cash assistance were formally handed over to the former rebelsin a ceremony participated in by E-CLIP committee chair of Misamis Oriental Governor Yevgeny Vicente B Erano, ably represented by Atty. NielPacana; the Provincial Legal Officer; BrigGen Franco Nemesio M Gacal, representing Usec Reynaldo B Mapagu, Task Force Balik-Loob chairperson, together with Col Edgardo Y De Leon, 403rd Brigade Commander and partner agencies from Task Force Balik-Loob (DSWD, DOLE, LBP, DTI and PNP).
In just about two months, from January 2019 to date, a total of 31 FRs have surrendered to the units under the 4th Infantry Division. These FRs are currently undergoing the E-CLIP process for their benefits.
Colonel De Leon mentioned that the E-CLIP is not forever, it is a program of the government with a termination. He appeals to the FRs andto the media to further disseminate the program to reach the active NPA members in the region for them to surrender and qualify to avail the program.
Meanwhile, BrigGen Franco Nemesio M. Gacal, 4ID commander, stressed on “Peaceful War”. It is the government’s Whole-of-the Nation Approach (WNA) in attaining inclusive and sustainable peace. An intervention through convergence of effort in addressing problems of the society particularly in Geographically Isolated and Disadvantaged Areas (GIDAS). “The cycle of CPP-NPA recruitment must be stopped, hopefully the assistance of the government to the FRs will pave the way to convince them to abandon their cause, change their lives for the better and become good examples to convince their former comrades to go back to mainstream society,” he concluded.
