CAMP EVANGELISTA, Cagayan de Oro City – A Successful and Safe 2019 Midterm Elections is the focus of the recently conducted Joint Coordinating Conference at Camp Alagar, Lapasan of this City earlier today, April 15, 2019.
The said conference was attended by Atty. Wilfred Jay Balisado, Region 10 Election Director, Atty. Milber Alinas, Bukidnon Province Election Supervisor, Atty. Aleli Dayo-Ramirez, Misamis Oriental Province Election Supervisor, Atty. Carlito Ravelo, Camiguin Election Supervisor, Maj. Gen. Franco Nemesio M Gacal, Commander 4ID, Police Brig.Gen. Timoteo Gascon Pacleb, PRO-10, Brig. Gen. Ezra James Enriquez, Commander 2nd Mech Bde, Cesar V Sanches, Mindanao Operations and Maintenance Head, NGCP and Bernard Montaner, F2 Logistics Regional Coordinator.
The agencies presented their respective plans as part of the overall security plan to ensure that the more than 2 million voters in Northern Mindanao will safely exercise their right to vote on Elections Day on May 13, 2019. Also part of the conference was the safety of the Board of Election Inspectors (BEI) from the Department of Education (DepEd) and the ballot boxes to and from the voting precincts, securing that there is enough supply of electricity and the logistics needed for the success of the activity.
Atty. Balisado said, “Preparations are going well. We know the job for so long and the Election should be taken seriously. There’s no time to relax.” “We are confident that together with the AFP-PNP and other stakeholders we will be able to have another successful conduct of Elections. Just like 2016 we will strive so that there will be no failure of elections this 2019.” Balisado ended
Maj. Gen. Gacal on his message said that the 4th ID will fully support the PNP, COMELEC and DepEd for the successful and orderly conduct elections and will make sure that all the 1.7 million voters of Northern Mindanao in the area of 4ID will be able to safely and freely exercise their right to vote.
Gacal added that, “Our Combat mode will continue so that Communits NPA Terrorists (CNTs) and other threat groups will not be able to take advantage of the situation and at the same time, Election Mode is on, for our election duties. Intelligence gathering and monitoring will be intensified especially on the Permit to Campaign (PTC) and Permit to Win (PTW) scheme of the CNTs. We therefore discourage the candidates to entertain such idea since these run contrary to the desire of the President when he signed Executive Order 70 that established the National Task Force to End Local Communist Armed Insurgency”.
With the establishment of the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) Northern Mindanao, Gacal, as the Chairperson of the ad hoc committee asked the politicians not to succumb to the terroristic acts of the CNTs through paying their PTC and PTW. “Let us have an honest, free and peaceful election in order for the newly elected officials to uphold the peace and development efforts of the government.” Gacal ended.
