CAMP AGUINALDO, Quezon City – The Armed Forces of the Philippines (AFP) is ready to assist in the second tranche of Social Amelioration Program (SAP) distribution to support low-income families affected by the COVID-19 pandemic.
The AFP joins the Department of Social Welfare and Development (DSWD), Philippine National Police (PNP), Department of Interior and Local Government (DILG) and Local Government Units (LGU) in a whole of the nation approach to complete the distribution of the emergency subsidy for the 2nd tranche.
Based on Joint Memorandum Circular 20 (JMC) signed on June 9, the second tranche of SAP will be given to beneficiaries of the first tranche living in areas that are still under Enhanced Community Quarantine such as: National Capital Region, Region 3 except Aurora, Region 4-A, Benguet, Pangasinan, Iloilo Province, Cebu Province, Bacolod, Davao City, Albay Province, Zamboanga City.
The JMC has tasked the DND through the AFP to lead the agencies in security and coordination with Local Government Units (LGU) with regard to the operationalization of the distribution.
Together with DSWD Special Disbursing Officers (SDO), the military will aid in the actual distribution and handling of funds in identified Conflict Affected Areas (CAA) and Geographically Isolated and Disadvantaged Areas (GIDA).
The AFP has already increased its level of preparation and adjusted troop deployment to prevent communist terrorist groups and other threat groups from disrupting the orderly distribution of assistance.
To speed up the efficient distribution of SAP, the AFP will continue to provide technical, administrative, and logistical assistance; utilizing land, air, and sea assets to transport DSWD personnel and goods as needed.
In response to lessen and eliminate misuse of fund and other anomalies reported during the first implementation, the AFP will also join DSWD personnel in responding to grievances including public turmoil and irregularities.
“The Armed Forces of the Philippines is eager to comply with the President’s directive for the timely and effective distribution of assistance. The AFP treats the Social Amelioration Program with the same importance as the other duties we have on hand. We join other government agencies in a collaborative effort to “heal as one” in the battle against COVID-19.” AFP Chief of Staff, General Felimon T. Santos Jr. said in a statement.
