CAMP EVANGELISTA, Cagayan de Oro City – The Armed Forces of the Philippines and Philippine National Police will deploy more than six thousand personnel in Northern Mindanao to secure the upcoming national and local elections on May 13. This was bared by military and police officials during th final coordinating conference conducted by the Commission on Election (COMELEC) Region 10 at Camp Vicente Alagar, Cagayan de Oro City last May 6.
“We are confident that this midterm election 2019 will not be disrupted by any threat group, partisan armed groups and other lawless elements because of the security measures that we have emplaced in collaboration with other agencies”, Brig. Gen. Tyne Bañas, Assistant Division Commander of the Army’s 4th Infantry Division said. “The 4ID and Police Regional Office (PRO) 10 are ready to respond to any eventualities that may arise. We will not allow any threat groups or individuals to disrupt or sabotage the electoral process so that the people of Northern Mindanao will be able to freely exercise their right to suffrage”, he added.
The conference wrapped up the security preparations made by the two uniformed services which started as early as last year. Officials said contingency plans were laid down to ensure readiness of their personnel to respond to any untoward incident in the provinces of Bukidnon, Misamis Oriental, Misamis Occidental, Camiguin and Lanao Del Norte.
Atty. Wilfredo Jay Balisado, Regional Director, COMELEC-10 said the role of the security sector including all law enforcement agencies is crucial in ensuring a peaceful, honest and credible election in the region. “I assure each and every one that election laws, rules and regulations will be absolutely implemented”, he said.
Bañas and Balisado were also joined by PBGen Timoteo G Pacleb, Regional Director of PNP Regional Office 10 as well as other election officers, senior police officials and Army commanders in the region.
4ID said it tasked one brigade and six battalions composed of 2,783 personnel to secure polling areas across the region. They will complement the 3,220 police officers that will be deployed by PNP.
Maj. Gen. Franco Nemesio M Gacal, Commander of 4ID said: “We strongly support the rule of law and we will strictly implement the omnibus election code to ensure the conduct of an Honest, Free, Orderly, Peaceful and Credible May 13, 2019 election not only in Northern Mindanao but in CARAGA Region as well.”
On May 3, 2019, a Joint AFP-PNP Implementation Plan (IMPLAN) was formally signed by 4th ID, PRO-10 and PRO-13 at Camp Evangelista in Cagayan de Oro City which mapped out all security preparations in Northern Mindanao and CARAGA Region for the May 13 Election Day.
