- Ka LALA, 34 years old, a Finance Officer and Political Instructor of Pltn DEREK, SYP Coy-2, GF68A, SRC4, NCMRC who voluntarily surrendered last January 21, 2019.
Ka LALA turned-in assorted medical and dental kits, medicines, which she admitted being used to treat NPA terrorist injured in encounters with government troops. She also turned-in Cellphones and ACER Tablet that are now undergoing “contents forensics and analysis” to ensure information contained therein can be used in court as proof in the filling of cases against individuals and organizations linked to the CPP-NPA.
The four are members of CPP-NPA’s Sub-Regional Committee 4, NCMRC radicalizing the communities to recruit the residents of western Bukidnon and in urban areas of Cagayan de Oro City. They admitted that the difficulties of working underground; false promises of their leaders; as well as frustrations due to the contradictions between what is being preached and what are actually happening inside the CPP-NPA made them decide to quit and join the folds of the law. They expressed their desire to avail of the government’s assistance for former NPA rebels under the Enhanced-Comprehensive Local Integration Program (E-CLIP). Their confessions were administered by lawyers from the Public Attorneys Office into affidavits that were presented to the Provincial Prosecutor in Bukidnon.
403rd Brigade Commander, Colonel Edgardo De Leon congratulated LtCol Sergio Macarandan, the Commander of 1st Special Forces Battalion 1SFBn for gaining the trust of the people in the communities, reversing the radicalization of the CPP-NPA terrorists. “The four ladies who surrendered are all victims of the CPP-NPA terrorists’ exploitation that is why they deserve to receive assistance from the government. Their being among the marginalized sector of our society was exploited by CPP-NPA cadres who posed as ‘poverty liberators’ promising better living conditions, but in reality brought them into the armed terrorist movement.” Col De Leon added that “Under the ECLIP, their esteem will be restored, they will be capacitated to become productive citizens and reintegrated back to the communities of their choice. This will be done in partnership with line agencies of the national and local governments. This is the real essence of the Whole of Nation Approach in ending the Local Communist Armed Conflict as desired by our President.”
4th Infantry Division Commander, Brigadier General Franco Nemesio Gacal commended the troops of 1SFBn for painstakingly reaching out and convincing the four individuals to return to the fold of the law and enroll in the ECLIP program. “This is the kind of ‘Peaceful War’ that I have been advocating to our soldiers and peace partners. We dont have to use our traditional weapons to end the armed conflict in our country. The four surrenderors are now saved from the risk or danger of possible injury or death. They were actually rescued by the soldiers and the civilians who acted as conduits. We thank our peace partners for believing, trusting, and joining our call for a united effort to foster peace in our communities” BGen Gacal said.
